Which Flash Mode Should You Use?
MSM Download Tool (Qualcomm EDL)
The standard recovery method for the OnePlus 11 and the format every file in the table below uses. Writes every partition, including bootloader and modem, directly through Qualcomm EDL (9008) mode, bypassing Android and fastboot entirely. Requires the exact MSM package for your model and branch. Erases all data and relocks the bootloader. OPPO restricted public access to this tool starting with the OxygenOS/ColorOS 15 branch; see OPlus EDL Tool below if MSM Download Tool no longer detects your device.
OPlus EDL Tool (open-source alternative)
An open-source, cross-platform EDL tool for OPPO, OnePlus, and Qualcomm-based Realme devices. Unlike MSM Download Tool it is not model-gated by OnePlus, and it flashes OFP/OPS-encrypted packages or an extracted folder of raw .img partition files rather than the MSM zip/rar packages listed below, so a OnePlus-format .ops firmware source is needed separately. Useful when MSM Download Tool will not detect a device already updated to OxygenOS/ColorOS 15.
ADB Sideload (recovery install)
A controlled, recovery-based update path available on some OnePlus firmware workflows for a device that still boots to stock recovery. It installs a signed OTA-format update.zip through Android's built-in recovery, not the large MSM EDL packages listed below, so it needs a separate OTA package matching the device's current build. Does not require an unlocked bootloader.
What You Need Before Flashing
MsmDownloadTool.exe has no macOS or Linux build. A Windows 7-11 PC is required to run it.
Install and reboot the PC before connecting the OnePlus 11 in EDL mode, or MSM Download Tool will show no COM port.
Download the package matching your exact model number and branch tag (CPH2449 GDPR, CPH2447 export, CPH2451 export, or PHB110 domestic). Confirm your model under Settings → About device → Model.
A data-capable USB-C cable is required; charge-only cables will not enumerate as QDLoader 9008. Connect directly to a USB 2.0 port rather than a hub.
MSM Download Tool writes multiple partitions over several minutes. A power interruption mid-write on the Firehose/Sahara stage is a known cause of a hard brick.
MSM Download Tool wipes all user data and relocks the bootloader with no option to preserve data through the process.

Finding the Firmware Package for SM8550
OnePlus 11 firmware is distributed as an MSM/EDL package: a ZIP or RAR archive containing MsmDownloadTool.exe alongside rawprogram*.xml and patch*.xml partition maps and a Firehose loader (prog_firehose_ddr.elf). After extracting the archive, locate:

These define which partitions get written and in what order. Do not run the tool from inside the compressed archive; fully extract it to a folder on your PC first.
The OnePlus 11 (codename salami) shipped under four model numbers, each tied to a firmware branch embedded in the filename: CPH2449 (Global/EU, GDPR branch, 100W charging), CPH2447 (India, export branch), CPH2451 (North America, export branch, hardware-capped at 80W charging), and PHB110 (China, domestic branch, running ColorOS instead of OxygenOS with no Google Mobile Services). Always match both the model number and the branch tag in the filename; two builds can share a build number and Android version yet still carry different, incompatible modem/CDT configurations.
OPPO restricted public MSM Download Tool access starting with the OxygenOS/ColorOS 15 branch (the 15.0.0.x builds in the table below). Devices already updated to one of these builds may need Oppo Flash Tool with an updated Firehose file instead of the classic MSM Download Tool workflow described in this guide.
Firmware packages from third-party repositories may bundle the MSM tool under a slightly different executable name or folder layout than an OPPO-issued package, but the rawprogram/patch XML plus Firehose loader structure is the same across all of them.
Note: PHB110 is the China domestic model and runs ColorOS, not OxygenOS, with no Google Mobile Services preinstalled. Its firmware is not interchangeable with the CPH2449, CPH2447, or CPH2451 packages even on the same Android version.

OnePlus 11 — Important Notes
The OnePlus 11 launched on Android 13 (OxygenOS 13 internationally, ColorOS 13 in China) and has since been updated through OxygenOS/ColorOS 14, 15, and most recently 16. The A.xx build numbers in the table below (A.06 through roughly A.27) belong to the Android 13 cycle; 14.0.0.x builds are Android 14, and 15.0.0.x builds are Android 15.
Charging speed differs by model regardless of firmware: the Global (CPH2449) and China (PHB110) models support 100W wired charging, while the North America model (CPH2451) is hardware-limited to 80W. Flashing a different region's firmware does not change this ceiling.
Common Errors on the OnePlus 11
"Sahara Communication Failed"
Caused by an unstable USB connection, a firmware package that does not match the exact model and branch (CPH2449/CPH2447/CPH2451/PHB110), or USB 3.0 port/hub interference. Use a USB 2.0 port directly on the PC, not a hub, and confirm the MSM package filename matches the device's model and branch tag exactly.
Device not detected / no COM port shown in MSM Download Tool
Usually a missing or incorrect Qualcomm HS-USB QDLoader 9008 driver, the wrong USB port, or the device not actually in EDL mode. Reinstall the QDLoader 9008 driver, and confirm Volume Up + Volume Down was held while the phone was fully powered off before connecting the cable.
Tool stuck on "Waiting for device"
A Windows driver binding issue where the OnePlus 11 is not enumerating as QDLoader 9008 in Device Manager. Reinstall the Qualcomm driver, try a different USB port, and confirm no other Qualcomm-based flashing tool is running in the background.
No network signal or unknown IMEI after flashing
Almost always caused by flashing the wrong regional or carrier firmware, for example a PHB110 China domestic build on a CPH2451 North America unit. Each branch carries its own modem/CDT files. Reflash using the package matching the exact model number and branch tag from the firmware table below.
